Adds nullableobs_capture_time_us and view_skew_us fields to action_chunk, plus
set_pair_by_capture_time and its acknowledgement. Camera pairing is disabled by default and is
opt-in; checkpoint weights are unchanged.
Clients that ignore the timing fields can retain their existing (24, 14) action handling. Enabling
capture-time pairing changes which observations the model consumes; evaluate it with your camera
setup. The session override persists across reset. See
capture-time alignment.
